Still Fluid. I think around 15 should be enough. Oh, and you can get them from the Ooze Waste monsters at Waste Treatment Plant 1.

Now d-don't be mad... So, I cracked the safe, b-b-but there's a very strong adhesive on the door... I'm h-h-having trouble opening it, to be honest...
