The octopi nearby are... did that rhyme? I hate when I rhyme. I can't get boats in to my harbor and I can't get boats off of the shore. No boats. That's a problem.
If you trimmed down the local Starfish Octopus Slime and Seashell Octopus Slime populations by 30, I could get some crafts in the water.

Irvin's plane doesn't have the hauling capacity to get all of my supplies here. Go clear the waters around the Softwave Beach 2 and Hardwave Beach areas.
