Shouldn't you be spending some time to better yourself? You're just loitering around. There's a fellow named Stephan outside of the town that shares your enjoyment for doing nothing.

He's quite the intelligent man, truthfully. A master of claiming supplies that don't belong to him without getting caught. He'll never be an officer with that sort of selfish thinking, but you might learn a thing or two.

Walk east from town. You'll see Stephan right before you reach the mines.

Well then, just loiter around the town if you want. Not my problem.
