They're monsters that are no more than 10 levels below or 20 levels above your character. So, if you're, say, Lv. 50, then monsters between levels 40 and 70 would be considered Monsters Near Your Level. But remember, if you are level 150 or higher, then all monsters level 150 and higher will counts as Monsters Near Your Level.

You can trade for a Kaleido-Spinner Ticket 10 times a day, so don't forget to exchange yours.
