The organisms called 'herbs' are the middle phase in an evolutionary cycle that turns plants to animal. They demonstrate simple behaviors, but whether they possess definite consciousness has yet to be proven. There have been discoveries of some Bellflower Roots who have highly developed intelligence, to the point that they can speak human languages.

This is not a big enough sample size.
