What is it? A new skill? Is it Neinheart again?! I really told him to keep his mouth shut, but noooo...! Fine, I know how you'll react to this, so yes there is a new skill, and yes, you will need to pass the test.

Go over to the 4th Drill Hall of Entrance to the Drill Hall. Take the test there, and bring back Proof of Ability. It's not as simple and easy as it sounds, but if you can do it, I'll teach you the skill.

What... what? Really? You... don't seem as eager to acquire a new skill as you were before.
Turning in the quest
Wow! You did manage to bring back Proof of Ability! I am so glad you did! I'm relieved now, and yes, you deserve the skill. Here it is.
Reply to “Yes”
I have just taught you a new skill for the Blaze Wizards, Meteor Shower! Use this to your advantage!
Additional replies
Ah, were you not able to find Proof of Ability...? You can get it at the 4th Drill Hall of Entrance to the Drill Hall. Of course, you know that it's the getting part that's the hardest.
