Start it with Tru in Tru's Info Shop. Complete it with Mr. Do in Mu Lung.
You still haven't gone to Mu Lung yet? Don't tell me you don't know how to get there. Head over to Orbis station and get on Crane, which will take you directly there. Get on Crane, head over to Mu Lung, and meet Mr. Do.
