First, open your Use window and double-click on the book I gave you. It will reveal its true essence to you!

Now, look in your Use inventory and you will find the 精通秘笈20 or the 精通秘笈30!

You used the 精通秘笈20 or 30 after your 4th Job Advancement, so you can choose a skill to level up to 30.

One more thing. You can use the 精通秘笈20 when the skill's max level is 10, and then the 精通秘笈30 when the skill's max level is 20.
