I'm surprised at your questions, but I will answer them as best I can. I just know what my master told me, though. Only 凡雷恩, a commander of the Black Mage, knows the full details of that battle and the Black Mage's current condition. But he has remained hidden for so long...

Unfortunately, I don't know what happened to the other commanders. I assume they remain hidden, building their forces in secret.

I assume that the Black Wings were founded by one of the commanders to aid the Black Mage in his return. They are way too focused and organized to be a random cult.
