You'll understand when you see the situation, but Heliseum is filled with Specters. There was no Nova alive, and no one else in sight. I also couldn't find the leader of the Specter forces.
It seems Magnus just filled Heliseum with Specters after taking it over. He isn't even managing the city properly. Does that mean he's inside the castle?
